Mike Leonard has returned to this location across multiple seasons since 2018, drawn to the way it holds both stillness and an almost industrial melancholy.

In this photograph, the scale of the flood control infrastructure becomes the subject: concrete walls, sloped embankments, and a horizon that seems wider than the city has any right to offer. It is Tokyo without crowds, Tokyo at rest — a view of the city that rewards those willing to look at what is usually passed over.
